Kutaragi didn't do the interesting architectural work. IBM did. He's not that kind of guy. He's the kind of guy who sees that the initial network hardware is a 5-port switch chip and a wifi chip and puts four ports on the back of the prototype and also proposes that it also acts as an access point all the time. (Both features were dropped early on.)
