Only well funded interests spend lots of cash will be able to get the signature requirements in all counties. Also gets rid of the 10 day signature curing period if they are short on signatures. Something the recreational marijuana ballot initiative just made use of (though not a constitutional amendment).
The 88 county req is why this is a bad initiative.
