ok coming back to this: seems 0.7V is the right target full brightness level, so the values from above are... Well, still mediocre, but correct, I think. I'll look for better alternatives.
One more alternative to ponder: Analog Devices still make VGA-compatible video DAC chips. Not cheap, around $10 in unit quantities and down to $5-6 in larger quantities and lead times from Analog directly, so probably not really viable, but... they exist.
