What if the biggest flaw of the federated model is that we expect the person responsible for technical administration of an instance to also be the leader of that instance's community? These are skills that have nothing to do with one another and are probably negatively correlated with one another. I feel lucky to be on an instance whose admin happens to have both skillsets, but I think in general we should start expecting instances to be run by teams, not individuals. There are lots of other reasons this is a good idea, but I think this is the biggest.
