Because there are license models that are very much community-oriented/for the public good but impose restrictions on use in certain domains to reduce harm (law enforcement, worker exploitation, ...).
I think there's a discussion to be had. I'd love to move over from GitHub but I'm not sure I'm comfortable enough with the current restrictions to commit fully.
