Relays allow 1000 people or less and keep an eye on the content being posted through their relay. Communities use trusted relays.
Realistically how does nostr help this (let's pretend nostr already had forum clients).
It's the legislation / fear of punishment that is the reason these small uk-based forums are closing and non-uk communities are playing it safe by blocking UK users.
