Again you are wrong in ways that I am sure you can figure out on your own, which is a bit discouraging.
But I will explain this one because it is less often discussed.
Pkarr is not comparable to IPFS NOR Bittorrent. It is comparable to IPNS and normal domains.
Hashes have no authorities, they:
1. can be hosted by anyone
2. no way to tell who among these self proclaimed hosting providers are more likely to actually have the data let alone be performant.
Does that make sense?
