In NZ, power, gas and internet are all decoupled between distribution and retail. (we don't have cable tv) So you can get power or internet from several providers at any address.
So we have market options.
I think that these types of policies are tested in NZ and then picked up by other western countries, if they are found to work. Because we can revert when it goes wrong.
