For a bottle or can of beer, the normal purchaser is highly likely to get themselves drunk off of it, which is undue harm.
For a gun, the normal purchaser is highly likely to use it in self defense (due harm to another) or for hunting (no harm to people).
I think that's a reasonable standard. It's not a categorical ban on any good, and addicts aren't the ones getting punished - people who prey on addicts are the ones who get punished.
