No party with a view to becoming the govt likw #labour will allow their activists to bind their hands. In this case, a commitment to nationalise energy would be unrealistic & lose votes - there is not the money to do it even were they elected with that mandate
I understand the #Green party does have such an approach to activist involvement - but then they can afford it, being more a pressure group than a political party seeking a direct role in government
