Besides, I suspect that drawing plain circles is not really a frequently used feature. I never used it much when I used Photoshop, and I don't in GIMP. If I found myself using it a lot, needing to draw a lot of plain circles, I would just code it in myself. I see no one did over such a long span of time, so I assume no one cares enough to build it, nor to donate to someone to prioritize building it.
