This is a little confusing...oligarchy is not a kind of aristocracy, but it is aristocracy degeneration...Aristocracy means literally "the rulling of the best", or more literally " the power of the best". Now, what we can assume as best, is what correponds with God's virtues/qualitys which is natural laws and rights. Power is good depending on the way how it is used. And for human sake, it must be used to protect what is elevated. "Good or bad power" follows the same correlaction between respect and fear. So, we say: "respect for the private property". We do not fear what is natural. But we do fear the abuse of what is natural to create what is not natural, such as iniciation of aggression against peacefull people and their properties. This kind of abuse, it is not natural since God gave us free will and goes against the natural perception of your natural rights. But virtue is a natural thing, such as the good use of it. In our human ways and flaws, we can create systems and ways of rulling that emulates natural order which is a monarchy with God rulling all existing things, and thw monarch being from intelectual/sacerdotal cast, so than he can follow principles. Even in this model we will have flaws, and only by God's grace, and constant God search it could continously goes on. But the respective degenaration of monarchy is tyranny, worse than oligarchy. Aristocracy is the way of rulling from the warrior cast. And republic, the way of rulling from the traders cast, and it's respective degenaration is democracy. Things follow on this hierarchy, and of course these ways of rulling are mixed through societys. But predominantly, we are in a moment of total degeneration, with the first rulling belonging to trades cast. That's why we got cohercitive taxation to aquire goods and services. To serve is the proposit of traders cast, and it's respective degeneration is "to serve just themselves, from their own service". That is why we do not have free markets, and consumer preference is not respected through regulations against competition, artificial monopolies.
A fitting Frank Herbert quote.

“Governments, if they endure, always tend increasingly toward aristocratic forms. No government in history has been known to evade this pattern. And as the aristocracy develops, government tends more and more to act exclusively in the interests of the ruling class - whether that class be hereditary royalty, oligarchs of financial empires, or entrenched bureaucracy."
