nip-86 update:

as i mentioned in pr comments i still prefer snake_case (and i believe we can accept the breaking change since this nip is not widely implemented), but it seems we can't make breaking changes. so ive kept it.
also, some useful commands are now supported like grant and revoke admin and stats. and a missing command which was list of disallowed kins i think.
this update will work with current implementations after this change.
