We'd most likely have won it if we'd had the foresight to get involved directly in negotiations ourselves, rather than trust the UK to be working hard for our interests. But of course the Australian Government would then have to be prepared to politically defend a raft of flights and extended hotel stays for ministers and public servants in Paris.
Australia is a great place to do business for space. The basic issue is that we decided we didn't want to be in that industry, so we aren't. But nor is the government willing to spend the higher stakes now needed to be at the table.
