Both work, but the issue is that paying for VPN in China w/o Bitcoin means you're KYC'ed anyways which defeats the purpose when you can get reported for VPN infraction at any time. VPNs that work in China and also take Bitcoin are just a handful
Tor one has to keep on top of bridges, they go down all the time so not great for running actual services.
Getting a network of nostr relays up behind the GFW would make a pretty big hole in it 🧐 however evidently Chinese want to spam instead... so.... 🤷 Let them be.
