IIUC WWVB has about 1bit/s of bandwidth. That's not quite enough to broadcast block headers as fast as they are created, and realistically you'd want more to allow a fountain code to be sent to allow receivers to catch up after missing headers.
I dunno what they're licensed to transmit though. A new owner may be able to broadcast with more bandwidth.
