I suspect it's the increased density that has them panicked. As I read it there will be 30 homes on a site that previously had only 10. It shouldn't come as a surprise as "urban infill" and "densification" is what is happening all over Canberra. It can be done well and instances close to my place seem to be ok. I reckon their problem is Nimbyism.
