this malpractice, of using a well-known license with restrictions that cancel out permissions it spells out, could be referred to as "ignore all previous permissions" licensing.

like, a program that states it's licensed under e.g. the GNU GPLv3, but also says: "except that the provisions of the GNU GPLv3 don't really apply; and instead of them you don't get the permissions that it grants, and you get other permissions under alternate restrictions", is not licensed under the GNU GPLv3. it's a different license that's borrowing community goodwill from the GNU GPLv3 without any of the compatibility benefits.
