However, any payment or zap is signal *if and only if* one is absolutely sure the sender and recipient aren't colluding or aren't the same person.
So, if you already trust Fran as moderator, then you can assign a non-zero level of trust to anyone who:
1) has posted on Fran community
2) hasn't been removed
However, this system is a bit fragile when you try to use it as an anti-spam measure for relays for example.
Why? because one moderator (like Fran) becoming malicious is enough for open up a DDoS attack vector.
