i mean, sure, they can and could do that, but i think right now, their efforts are to, at the source level, re-create the sources that one could use to re-build RHEL or RHEL-alikes, and with respect to what Red Hat is putting out there, they're doing 4.18 on 8.x, and 5.14 on 9.x. Rocky themselves have a SIG that does lts & mainline kernels for their 9.x releases, not sure about others.
