On both October 19 and 26, 1980, as well as during the night of November 16/17, 1980, an unknown perpetrator appeared in the districts of Hohenstein, Flöha, Zschopau, Kmsb./Land, and Stollberg (city area) by distributing seditious leaflets (a total of 15 copies). The seditious leaflets, typed using the carbon copy method, were directed against the measures of the minimum currency exchange and were distributed by being affixed to garbage containers, notice boards, and lampposts. Some were placed behind the windshield wipers of parked vehicles. This perpetrator reappeared during the night of June 26 to 27, 1981, in 35 known cases, distributing seditious leaflets (carbon copy method) typed on a typewriter by inserting them into residential mailboxes in the aforementioned residential area, Karl-Marx-Stadt/Flemming area. The content is directed against the school subject "Socialist Military Education." In some of his seditious leaflets, the perpetrator attempts to construct a contradiction between constitutionally guaranteed fundamental rights and social practice in the GDR. He spreads the view that our citizens, when exercising these fundamental rights, must expect discrimination, persecution, or arrest. In all cases, the perpetrator signs his seditious leaflets with the pseudonym "The June 17, 1953 Group." The objective of the investigation is the rapid identification and comprehensive clarification of the perpetrator and the initiation of criminal proceedings."
