The ICC and the ICJ aren't the same thing. The ICJ didn't rule that Israel needs to stop the war, it only ruled that the ICJ has the jurisdiction to look into it.

Any country that isn't a party to the Rome Statue is immune to an ICC ruling. Actually, Israel and Russia are the only countries the ICC claims to have standing in regards to, despite them not being a signatories.

In effect, basically every country is immune to both an ICC and an ICJ ruling because neither has an enforcement mechanism, so most of their rulings are ignored, including by South Africa who refused to arrest Omar Bashir.

The point is that the UN is a useless organization that only exists for grandstanding.
