GitHub's Web interface doesn't even allow you to review Pull Requests on a commit-by-commit basis? You can mark a file as "reviewed" but not commits. Many changes would look like nonsense without per-commit diffs. It gets worse if one PR depends on another PR even for the simplest use case. I guess the mysterious technology known as git send-email is too advanced for the Web.
