I've heard it often with police in the US. I've heard it often in exchanges between Israeli law enforcement and Palestinians on TV.
If you don't change the tone with which you're speaking to me, I will arrest you.
This is literally the tone police, and they will literally arrest people for speaking to them in a way that they do not prefer. And it's always that the person is just trying to make their case for whatever harassment the police are engaged in.
