Sure it may be true that person may have developed feelings for that youth but the way i see it at least in general such relationships are usually one sided, it's not cause of the underage youth themselves but the fact how they are raised i believe
I mean think about it in this way, like people a few years ago without the internet did not pursue or understand anything about pornography or any adult things unless they were actively smart in hiding such things from their parents and even then it was really risky
So engaging in sexual relationships with such people does seem controversial as the underage youth wouldn't have any idea what they are doing to them, so sexual education is just as important to garner the consent not just say enjoying it, it's at least what i personally feel about it
But what the youth feels about it is not something that I can judge as it's upto them to decide
