Yeah, they tried to do that with one of the bus routes to our village school. This being Cornwall, the route goes along single-track roads with blind bends and no pavements or alternative footpaths.
There was a whole thing, with representatives of the council invited to walk the route in the dark (winter mornings) and/or crouching down (to 5yo height). But also FOI requests to find out who personally signed off on it.
At that point, miraculously, they reversed the decision.
