"content": "No, colonies were part of one state and separated themselves into another state. Not being a state was never an option. Territories were territories of a state. Also, you're equivocating on two meanings of the word \"state.\" Territories were territories of the US state -- already part of a state, and just voted to change their status within that state. \n\nFrom the beginning of English colonization of North America not being part of a state was never an option. The Virginia Colony was a state-sponsored enterprise. When the Sea Venture shipwrecked on Bermuda on its way to Jamestown and the people decided to stay there and live outside of state control the English sent a military expedition to force them on to Jamestown. Being part of a state has never been voluntary.",
