The government just used article 49.3 for the 22nd time this year. The social security budget is passed without the vote of the MPs.
In one year, the article that allows the #Macron government to pass laws and approve acts without a vote in parliament has been used more than 20% of all the times the article has been used since its introduction in 1958.
