Honestly, if the will (and planning) was there I don't think it would be that hard to put together an appealing scheme.
The council has done it with swimming sites before.
It's not SIMPLE, but a helluvah lot more likely to keep that site out of a developer's hands - and because of council backing far more likely to overcome any planning/local objections - than random letters to celebs.
