Maybe some, but I think the cognitive dissonance that keeps people from accepting/noticing racial and cultural differences and the like has extended to dogs as well.
After all if people are equally endowed in every way and all cultures are equal then a rat terrier is just capable as a doberman.
But if breeding can produce not only physical but mental proclivities in animals then the logical conclusion is that extends to people as well.
It's a hard pill for NPCs.
