If you're driving and encounter a cyclist taking up lane space, it's not because they're hogging the road - if they move over to the side, it invites drivers to overtake within the lane, i.e., a very close pass with not enough space to maintain safety.
Give cyclists space. It's safe and makes road use pleasant for everyone. You're not going to save much time by attempting to overtake dangerously - and you could end up killing someone!
