For sure Western Economies are nowadays largely FIRE economies and surely here the real power resides in the hand of the financial elite whereas Eastern Powers are more industrialized and industrialist-driven.
In traditional military matters (before the Nuclear age) probably the latters are more important to win a kinetic world war, but (for now) we are in the middle of an hybrid one. Finance / cyber / media / cognitive warfare are as important as industrial power. And the Western World still marginally leads in those dimensions.
