wikipedia's account isn't perfect[they are ambiguous about a lot of things that are not ambiguous - [ "Aristide resigned under controversial circumstances" yeah no shit ] but this part is telling:

This is before the vote on reparations that was france's cause to intervene, before the civil war started, before the boat people started arriving en masse, and before aristide's kidnapping. The whole thing was a fix up from the beginning, planned & executed by canada. Canada took sides in the civil war, and sent RCMP/armed forces( The JTF2 was confirmed involved [1] ) in to ensure that aristide was defeated and to ensure that haiti was fully destabilized. The canadian Chretien government decided what was going to happen, and made it happen.
A half decade of chaos and starvation followed that civil war, and when the 2010 earthquake hit their government was basically useless. We're about one generation after the ~2010 disaster, and with the expected kind of government/society of one that has been going sideways since then.
