LICENSE applies to users, though. Suggests: testthat (and the testthat edition thing) doesn't.
And Suggests isn't just build, test, or check. It's also pkg functionality that uses some version of requireNamespace to only run if the suggested pkg is installed. Ick.
It doesn't make sense to me to waste any bits in the normal installation with info that is purely for devs. That's why I don't support adding yet another dev-only thing to DESCRIPTION.
