Freedom is not most fundamentally, a means by which one achieves an external goal. It is not first a power or choice.
Instead, it is itself an end. Freedom is ultimately what we are set free for.
In this understanding, the aspect of power or choice which has dominated the discussion of the nature of freedom is derivative.
Money is the means to an end, goods with utility for instance.
There is potency to the means and there is actuality to the end.
When value is stored in the means, i.e. money, more potency is enabled, ends is thus more attainable. Conversely if value is stored in the utility goods, it makes the ends less affordable.
You want the means to be potent, not vice versa.
