It looks like and it sounds that it's not only a plan anymore, but an approved expansion of military operations ("will include, among other things, the conquest of the Gaza Strip and the holding of the territories, moving the Gaza population south for their protection"). Of course I don't know exactly how decisions are made in that particular government.
