Nostter stores relays in a different place than Damus does... Nostter doesn't use kind3 for relay list, but Damus does. And kind3 has both follows + relays. (Nostr quirks - sorry 😔)
I don't know what's the best option now --
maybe try adding relays on Damus to create kind3, and after that following
Or following someone from Nostter to create a kind3 there.
